Community Care Licensing can advise you about this. I see you are in northern CA; where we are in Los Angeles County, the Dept. of Public Health has jurisdiction and we are following their guidelines during COVID. It's been sometimes confusing, admittedly because the communications from/between Dept. of Social Services (CCLD is under that) and LA County's Dept. of Public Health haven't always been completely in sync. However as a general rule when there are differences between CDC (which are guidelines from the federal gov't) and any other governing authority we are required to follow whichever is the strictest.
As to rest time, children are not be masked. Separate pads at least 3 and preferably 6 feet apart; head to toe when less than 6 feet is best. (Other requirements about rest time are not COVID-related so you can go by what you already know.)
