In my class we are not aloud to use food as sensor. We are told it teaches kids that it's okay to eat it. So I make sensory bags. I use ziplock bags and fill with hair gel and small toys and tape it shut. I can tape it to a table and let the child play with it or I can hand it to them and let them hold it. I've also used paint, colored rice, shaving cream as well.
For water play I sit kids in the highchairs and put water on the trays with water toys.
Hope this helps with some ideas.

Subject: Sand Table ideas for infants 6months to 1 1/2 years
We have had ground cereal in our sand table we are looking for me ideas to use. We that are safe for infants. WE are going to water next well we think of ideas. They love playing in the cereal it has freaked a few people out when they have eaten it, we are like its ok it's safe to for them if they eat it. We tell them it's cereal and they are like that's an awesome idea to use for infants. Especially with most of the sand that is order it has small rocks in it and even our older toddlers try to put the rocks and things in their mouths.
