Hello Jasamine,
I would start with a survey to see what the staff was interested in for training. I would observe each teacher in their classroom and review their lesson plans. From there, I would design a systematic training schedule and adopt/create a curriculum. I believe in observation first because when you come into a new position, you need to find out what has already been done and what the staff is competent in.
