  • 1.  equity in education from one county to another in a state.

My friend's child was recently diagnosed with a mixed receptive expressive language disorder and developmental delay.and my friend has asked for help in getting appropriate education for the child. The problem arises from the county that she lives in is one of the least wealthy in the state. Our state uses the taxes from each county to pay for the schools in that county, only that her county has minimal revenues for the schools, since it is fairly rural and does not have a program that is appropriate for the child. An hour away, the next county over, has many more resources and has programs that might help the child. It is not fair that the child's education is determined by the wealth of the county, and not what the child needs for language development. I could add that the child is a minority child, but that should not be an issue here. The issue is: What can I do to help with this equity problem of getting the child a free and appropriate education as required by PL 94-142 and PL 99-457 and other admendments to be delivered in the least restrictive environment?

Unfortunately Donna this is the state of quality ECCD programs all over the world because as you know quality is not static and depends on the country's culture, values and GDP. On the brighter side however the SDGs solution network is trying its best to achieve social inclusion in every country coming up with some amazing solutions sometimes . Also with the advances of technology you might want to try one of the NGOs that provide intervention support on line . Hope it helps

    Donna,

I am not sure how to address your state's equity problems, but if your friend is In Maryland I would direct her to the Kennedy Krieger Institute, Maryland Center for Developmental Disabilities. They may be able to get her connected to supports or help her advocate for her child.
