I noticed that there were no response on your request. This does not surprise me as the general opinion is that toddlers do not need outside play equipment
as they are "too small" for playing with equipment outside. As a trainer for ECD/E educators/practitioners in South Africa, I have an endless battle to convince centers and
their staff to allow the toddlers to be active outside. I am currently busy to set together a "curriculum" for babies and toddlers and in my research came across this book
which highlights many forms of perceptual motor play inside and outside. it is available on the internet under the title "Learning through Play in the Early years." A resource book
compiled by the Early Years Interboard panel for the proposed Foundation Stage as recommended by CCEA. Unfortunately it does not have ideas for apparatus such as for climbing and other gross motor involvement. I have designed a number of outdoor play areas with apparatus for this age group which turned out to be well functional.
