Audrey, I don't mean to not give you an answer, but an IEP is written to address specific factors. ADHD in and of itself is not specific enough. You will need to decide what/which characteristics of ADHD need to be addressed for that particular child, what/which is impeding learning and development.
There are a couple of organizations that may help you to single out what you believe needs to be ameliorated.
1. CHADD is THE organization created to support children and families with ADHD.
https://chadd.org/2. Understood.org has plentiful accurate information about ADHD and Learning Disabilities.
https://www.understood.org/articles/en/what-is-adhdIn case it is constructive for you, there wouldn't be an IEP for birth to 8. From Birth to Three there is an Individualized Family Service Plan (IFSP). IEPs kick in at age three for children entering school programs. PACER is an excellent place to learn about special education rights, responsibilities, and
The Law. "
An IEP is an education document for children ages 3 to 21. It focuses on special education and related services in schools. An IFSP is much broader. It is used for children from infancy through age 2, involves the family more, and may include professionals from several disciplines in planning for the child."https://www.pacer.org/parent/php/PHP-c59.pdfI'd be interested in learning if after your research you end up deciding that characteristics of ADHD is a reason for an IFSP and birth to 3 services.
This sounds like a mighty assignment. If I can be of further help to you, let me know. You are in an area of particular interest for me as I spent most of my career as an Early Childhood Special Educator and have a history of membership and prior involvement with CHADD. I also use Understood.org as a resource constantly.
