Hi Tammy, I do believe that you have a right to be concerned. This activity has gone beyond the norm.
Have you mentioned your observations to her parents? I know when handling a situation such as this, the parent can be nonchalant about your concerns.
Remember you are a mandated reporter. You report suspicion, founded on your observations and knowledge of Child Development, then let Child Services find the answers.

Hello,
I have a two year old that is constantly wading up a blanket under diaper area and holding the blanket tight while moving hips up and down. I know many children comfort themselves this way and it may look a little different with others. I am concerned because this child is doing it more than playing almost. Should I be concerned?
