Please check out the Pyramid Model. I have trained in it and have helped clients from districts to programs to parenting within Early Head Start.
I've been at this for so many years, and I truly think this is the best out there.
It does require 3 days of training for preschool and 3 days for infant/toddler - depending on your program.
There is also a positive coaching section.
It's used in many states - at least 13 and counting.

The best social and emotional curriculum out there that I would recommend for any 0-8 year old classroom is Conscious Discipline. To do it properly however, needs years of training. So before you adopt, consider team buy in and budget. The others I would highly recommend as well are:
1. Second Step
2. Build Your Bounce
3. Flip It
Along with a strong, universal social and emotional curriculum, I would recommend implement Positive behavior interventions and supports in the classroom or school too. Let me know if you have any further questions. Good luck!
